A Risk Too Far:
National resilience, distribution economics and the hidden costs of a 2034 television switch-off. A report by Ian Whittaker, Liberty Sky Advisors.
The government is consulting on switching off digital terrestrial television as early as 2034. This report argues the risks have not been counted: to the UK’s resilience, to the commercial broadcasters’ revenues, and to the millions of households who still rely on Freeview. The government’s own cost-benefit analysis already scores the 2044 option higher. The consultation closes on 31 August 2026.
